AI website chat for the Municipality of Höri: citizen services around the clock

Municipality of Höri · Project overview ·
The project at a glance
Evoya AI implemented an AI website chat for the Municipality of Höri (ZH). The chat answers residents’ questions based on the municipal website and points directly to the relevant pages and forms.
For a smaller municipality with a lean administration in particular, this is a real gain: citizen services are available around the clock without additional staff. The implementation took four weeks.

Starting point: a small administration, a wide range of concerns
Even in a smaller municipality like Höri, residents have the same concerns as anywhere else: When is the administration open? How do I register? When is the next green waste collection? Which documents do I need for a building application?
The answers are usually on the municipal website. Yet many of these questions still come in by phone or email. For a small administrative team, every routine enquiry means less time for the actual work.
Goal: better service without more effort
The municipality wanted to expand its citizen services without building up additional resources. The chat should:
- answer frequent questions immediately and around the clock,
- relieve the administrative team of routine enquiries,
- build on the existing website content without additional editorial effort,
- be ready for use in a short time.
The solution: a digital assistant for the municipal website
Evoya AI built an AI website chat for Höri and integrated it into the website www.hoeri.ch. The chat uses the content of the municipal website as its knowledge base. The project ran in three steps:
1. Build the knowledge base: The content of the municipal website was made accessible to the chat and structured.
2. Fine-tune the chat: Greeting, tone and appearance were tailored to the municipality and tested together with the administration.
3. Go live: The chat was embedded as a widget in the existing website, with no website rebuild.
The chat has been live since 20 October 2026. It answers questions in full sentences and links to the pages and forms that help.
Benefits and added value for Höri
For residents
- Immediate answers: Questions are answered directly, without waiting for a call back or an email.
- Independent of opening hours: The chat is also available in the evening and at weekends.
- Multilingual: The chat understands questions in many languages and answers in the same language.
For the administration
- Relief for the team: The chat takes over routine enquiries, so the administrative team can focus on matters that need personal attention.
- No extra maintenance effort: The chat builds on the existing website content. The administration does not have to write separate texts for the chat.
- Implemented quickly: Four weeks from kick-off to go-live.
- Data protection compliant: By default, Evoya AI runs the chat in ISO-certified Swiss data centres, compliant with the Swiss FADP and the GDPR.
